TCA description
Themes and objectives This capacity-building and exchange event will bring together internal and external assessors working on the final reports of Erasmus+ KA220 Cooperation Partnerships. We are particularly keen to involve assessors who have some experience in final report assessment but have not attended a previous CLEAR or CLEAR+ training event, thereby giving them the opportunity to work with peers and build their capacity for high-quality assessment through targeted workshops and discussions. The workshop will provide an opportunity to review key aspects of final report assessment and jointly consider how to address core issues such as quality and innovation. It will also address impact measurement and promotion as a confirmed priority for Erasmus+. Activities: This event is structured around a series of group-based discussions and exchanges designed to reflect on key issues and questions relating to KA220 final report assessment and to share experiences with expert peers from other countries. Group discussions and exchanges will be complemented by targeted plenary contributions. |
Expected outcomes By the end of this networking and capacity-building seminar, participants will be able to: • DISTINGUISH between the factors to be considered at the end of a KA220 Cooperation Partnership and those assessed primarily at the application stage; • DETERMINE whether KA220 projects, their outputs and outcomes have been delivered successfully and to a high standard; • PRODUCE comments that are coherent, comprehensive, consistent, courteous and concise (the “Five Cs” model); • JUSTIFY and DEFEND scores during final report assessment and consolidation. |

Rationale and background Building on the achievements of the first phase (2022-2024) of the CLEAR Assessment LTA, which made significant progress in developing a common assessor training model for Key Action 2, the second phase of the activity has been launched under the title CLEAR+ (2025-2027). While continuing to develop a common set of resources for use by all Erasmus+ National Agencies operating in the fields of education and training, this second phase will expand the use of new digital and audiovisual technologies, improve the quality of the existing resource set, and strengthen feedback mechanisms between assessors and National Agency staff. In particular, CLEAR+ will include updating the existing resource set to incorporate programme-level changes, learning from experience, and using digital tools and software to provide complementary, multimedia and multilingual resources. |
Challenges Erasmus+ National Agencies rely on experts to conduct high-quality, transparent and impartial assessments of funding proposals and reports, thereby ensuring that all applicants and beneficiaries are treated fairly and transparently. To achieve this, it is important to have a common set of training resources that enables capacity-building among assessors and establishes a shared understanding of the issues that must be determined when assessing funding proposals and final reports. Although the first phase of CLEAR Assessment succeeded in providing a common resource set and ensuring the necessary clarity among assessors working in different programme countries, opportunities have emerged for greater use of new technologies, including the development of short videos and the piloting of multilingual resources. There is also a clear need to learn from those currently conducting final report assessments in order to improve and develop this additional resource set, which emerged only in the final year of the previous LTA. |
Planned activities The following three-year work plan has been adopted to guide the implementation of the CLEAR+ LTA: [2025] reviewing the existing resource set to ensure that it remains up to date; annual updating of existing/retained briefing notes and training resources; expanding the resource set to include briefing notes on 1-2 horizontal topics; placing greater emphasis on final report assessment and scenarios/examples; simplifying the design of briefing notes to facilitate machine translation; annual planning meeting of CLEAR+ member National Agencies (virtual); annual training workshop for approximately 25 staff members/assessors from member National Agencies to share first-hand experience; annual training workshop for approximately 100 staff members/assessors from member and wider National Agencies addressing priority topics; creation of short, complementary video resources, including the use of AI software. [2026] annual updating of existing/retained briefing notes and training resources; adding briefing notes on 1-2 horizontal topics; placing greater emphasis on final report assessment and scenarios/examples; piloting machine translation for briefing notes; annual planning meeting (virtual); a small training workshop for approximately 25 participants and a large training workshop for approximately 100 participants; creation of short video resources, including the use of AI software and piloting multilingual video production. [2027] annual updating of briefing notes and training resources; adding briefing notes on 1-2 horizontal topics; placing greater emphasis on final report assessment and scenarios/examples; facilitating on-demand machine translation of briefing notes; annual planning meeting (virtual); annual training workshops for approximately 25 and approximately 100 participants; creation of short video resources, including the continued piloting of AI software and multilingual video production. |
Expected outcomes (LTA) CLEAR+ envisages the following outcomes and outputs: • An annual virtual planning meeting of CLEAR+ member National Agencies and short planning meetings at the end of each assessor training workshop. • An annual small-scale training workshop for staff members/assessors from member National Agencies, enabling the sharing of first-hand experience of actual assessment practices and the challenges and successes encountered. • An annual large-scale training workshop for staff members/assessors from member and wider National Agencies, addressing priority topics identified through consultations with assessors from member National Agencies. • An updated digital resource set containing briefing notes and National Agency training resources that reflect programme-level changes and keep the topics covered up to date. • An expanded digital resource set including briefing notes on Erasmus+ horizontal priorities. • Updated final report assessment scenarios and/or case studies based on assessor feedback and actual assessment practices. • Simplified design of briefing notes to facilitate machine translation and wider language use. • An expanded set of complementary video resources produced using the latest AI- and technology-based production software and by piloting multilingual video production. |
