Greening VET: Building Skills for Europe’s Green Transition

The European Union has committed to reducing greenhouse gas emissions by 55% by 2030 (compared with 1990 levels) and becoming the first climate-neutral continent by 2050. This transition is not only environmental, but also economic and social. The EU aims to achieve growth decoupled from resource use while ensuring a fair and inclusive transition that leaves no one and no region behind.

TCA description

Themes and objectives

The European Union has committed to reducing greenhouse gas emissions by 55% by 2030 (compared with 1990 levels) and becoming the first climate-neutral continent by 2050. This transition is not only environmental, but also economic and social. The EU aims to achieve growth decoupled from resource use while ensuring a fair and inclusive transition that leaves no one and no region behind.

These ambitious environmental objectives cannot be achieved without a highly skilled workforce. However, as highlighted in the Union of Skills Strategy, Europe is not training enough people with the necessary competences through either higher education or vocational education and training (VET). At the same time, adults have insufficient opportunities to upskill and reskill throughout their careers.

In this context, as Europe moves towards climate neutrality and a circular economy, the green skills gap is becoming increasingly apparent and slowing progress in key sectors. In this changing environment, VET may be the sector best placed to help reverse this trend: thanks to its inherent flexibility, the VET system is well suited to adapting programmes and learning pathways to support innovation and prepare learners for the digital and green transitions. This potential spans all levels of VET, from initial training to the continuous upskilling and reskilling of employees.

From this perspective, the Erasmus+ Programme is an important lever for strengthening and modernising VET systems and accelerating the development of green skills across Europe.

The proposal for the Erasmus+ 2028–2035 Regulation highlights the Erasmus+ Programme's essential contribution to implementing a green skills system that supports sustainable competitiveness in Europe, in full alignment with the Green Deal Industrial Plan, the Clean Industrial Deal, the Action Plan for Affordable Energy and the European Ocean Pact.

The “Greening VET” TCA is aimed at VET experts, educators, project coordinators and other VET professionals, and seeks to:

• Promote international reflection and the exchange of experiences regarding the role that the Erasmus+ Programme has played to date in identifying strategic green skills that support the sustainable competitiveness of the European labour market. This will also draw on the results of a survey conducted by the Erasmus+ Agency INAPP on the contribution of KA2 Erasmus+ projects to the development of green skills.

• Foster discussion on emerging EU policy perspectives regarding the sustainable economy and how the next Erasmus+ period can address these new policy trends coherently.

Expected outcomes

• A better understanding of Erasmus+'s contribution to the development of green skills

• Shared knowledge of emerging EU policy priorities for sustainable competitiveness

• Generation of forward-looking ideas on the development of green skills

• Capitalisation on valuable experiences to inspire future initiatives
