Erasmus+ 2028–2034: A Bigger Budget, and Volunteering Moves Under the Programme

The European Commission has proposed €40.8 billion for Erasmus+ 2028–2034, while the European Parliament's Culture Committee wants €47.4 billion. The figures are not final yet.

27/10/2026

Negotiations on the Erasmus+ budget for 2028–2034 are under way. The European Commission's proposal is well above the budget of the current period, and the European Parliament's Committee on Culture and Education is asking for even more.

Where the budget stands (7-year totals)

  • 2021–2027, current period: €26.2 billion

  • 2028–2034, European Commission proposal (July 2025): €40.8 billion

  • 2028–2034, European Parliament Committee on Culture and Education position (28 September 2026): €47.4 billion

The committee adopted its position with 24 votes in favour, 1 against and 1 abstention. The position still needs a vote in the Parliament's plenary, followed by negotiations with the Council of the EU. The Council agreed a partial negotiating position in May 2026. The budget provisions remain open because they depend on the negotiations on the EU's 2028–2034 long-term budget.

What changes in the new programme?

  • Volunteering activities currently run under the European Solidarity Corps (ESC) will move under the new Erasmus+, bringing the EU's youth opportunities together in a single entry point.

  • The programme will be a key instrument of the European Commission's Union of Skills initiative.

  • Learning mobility, inclusion and mobility from an early age will remain at the heart of the programme.

  • Under the Commission's proposal, the new programme will start on 1 January 2028.

What does this mean for schools and organisations?

The rules and budget allocation of the new period are not known yet. This makes 2027 the last year to apply under the rules you already know. Starting to prepare for the 2027 call now gives you an advantage.
